我从第一天就在 D s t r e e t 决策小组，负责主持人培训与总控场。兴中与启华也在非暴力培训告一段落後加入 D s t r e e t，兴中并实际分担人民议会意见书议事组的工作。4 1 0 退场当天，为廷在一场内逐字宣读的人民议会意见书，就是由 D s t r e e t 成员，台大社会系教授林国明总责撰写，兴中有功。
力，後来他们更在台北内政部警政署集合抗议。林启骅不单展现了香港社会对台北示威者的支持，他还负责示威过後安排论坛会议。林启骅安排到台访问的香港社运活跃人士和学生组织，深入了解这场台湾大规模的社会及政治运动。作为参与者，林代表书院接受了社会媒体采访，并通过 S k y p e 向香港理工大学学生介绍太阳花运动的情况。
2 0 1 4 年 1 月，华人民主书院在太阳花运动开始後，给董事写了报告，内容如下 :
“ 太阳花学生 / 公民运动将在几小时後由立法院转向全台湾各地继续推动。书院 / 协会在这次运动中居於幕後但全力投入。秘书处的同仁 , 曼婷和启骅，都在第一时间攻入立法院议场，此後曼婷一直留在议场内 , 负责整个内场的後勤工作 , 辛劳、压力之大难以想像 , 但她任劳任怨 , 即将圆满完成任务。启骅和兴中除了第一周在议场内协助少部分工作 , 并且在“ 占领行政院 ”( 启骅也是当夜受暴者之一 ) 当天开始负责外场“ 民主教室 ”的“ 非暴力抗争演练 ”课程 , 连续几天的课程 , 参与群众近千人。期间也与 N G O 、学者共同召开记者会谴责员警暴力 ,并到警政署抗议。启骅同时负责香港社运界声援及後续研讨活动的协调、规划 , 帮助香港社运、学运团体深人了解此次运动的宝贵经验并接受香港媒体采访。未来，我们也将与相关 N G O 合作推动後续行动。

O n M a r c h 2 5 ， 2 0 1 3 ， C h a n d r a f t e d a p r o p o s a l t o r e q u e s t f u n d s f r o m E U B e i j i n g o f f i c e . T h a t p r o p o s a l w a s m a d e u n d e r t h e c o o p e r a t i o n a m o n g f o u r g r o u p s，i n c l u d i n g N S4D，C H R L C G ，L a b o u r A c t i o n C h i n a，a n d the project leader，a mysterious group，named “ C r o s s P o i n t”w h i c h w a s a c t i v e i n B e i j i n g . F o r t h i s t i m e，t h e n a t u r e a n d t h e s c o p e o f t h i s p r o p o s a l w e r e w h a t t h e C h i n e s e c e n t r a l g o v e r n m e n t c a l l e d“ f o r e i g n i n f i l t r a t i o n”i n t o C h i n a，o r s i m p l y，“ C o l o r R e v o l u t i o n”t h a t t h r e a t e n e d t h e r u l i n g r e g i m e . A c c o r d i n g t o the proposal，it firstly created one or two hot issues Chinese government had great concern. T h e p r o p o s a l m e n t i o n e d t h e y w e r e (1) A I D S p r e v e n t i o n a m o n g g a y s a n d s e x w o r k e r s i n Beijing and (2) occupation diseases prevention a m o n g p e a s a n t w o r k e r s i n G u a n g d o n g . T h a t p r o v i d e d a t r a j e c t o r y o f p a t h d e p e n d e n t development as shown below:

On the other hand，it i s h o p e d t h a t t h e H e a l t h M i n i s t r y i n B e i j i n g will adopt the cooperative approach to regular reporting system on the widespread of HIV/AID that can serve as a viable model to other areas i n C h i n a . I t w a s p l a n n e d t h a t t h e r e p o r t i n g system would lead to a good opportunity NS4D can excel in this area.“ ALL of the information w i l l b e u p l o a d e d i n i n t e r n e t a n d p u b l i s h e d a s h a n d b o o k s f o r f u r t h e r e d u c a t i o n p r o g r a m s .

T h e f i n a l b e n e f i c i a r i e s o f t h e p r o j e c t a s m e n t i o n e d i n t h e p r o p o s a l a r e young Chinese students in Hong Kong and the general public. The ultimate objective that the C h i n e s e G o v e r n m e n t o f f i c i a l s，e s p e c i a l l y t h e c e n t r a l l e a d e r s，w o u l d h a v e f e l t s t u n n e d w a s marked as follows:
