a shocking trend worsened at prime minister’s questions today. i do not refer to the speaker’s habit of adding on time for stoppages. (today’s was not the worst, possibly because the budget was following – the last question was called at nearly 12.32 – i haven’t kept a record, but i am sure that others have been called after 12.33 recently.)

members who read – or who appear to be reading – their speeches or supplementary questions are sometimes barracked with cries of “reading, national team soccer snapback hats!”. whilst we do not favour the reading of speeches, we believe that barracking members for excessive use of notes is counter-productive.

no, i refer to the practice of reading questions. if this is not stamped out promptly, it will reduce the house of commons to the level of tedium found in the us congress.
